Registration Method & Event Timeline

Registration Method

  • The team leader must complete online registration via the official event website, fill in the questionnaire, and upload required attachments.
  • Once registration is complete, the preliminary review process begins, and results will be notified via email.
  • Teams passing the preliminary review will be officially announced on October 7 (Tuesday) on the event website: https://civictech.moda.gov.tw/

Event Timeline

  • Registration Period: September 8 (Mon) – October 3 (Fri)
  • Announcement of Participating Teams & Advisor Assignment: October 7 (Tue)
  • Technical Briefing: October 8 (Wed)
  • Project Implementation Period: October 13 (Mon) – November 11 (Tue) (includes technical mentoring)
  • Final Presentations & On-site Evaluation: November 12 (Wed)

Competition Venue

GIS NTU Conference Center, No. 1, Section 3, Zhongxiao East Road, Da’an District, Taipei City

Eligibility

  • Participants: Open to students and the general public nationwide; cross-disciplinary collaboration is encouraged.
  • Team Size: 1–5 members per team.
  • Team Leader: Each team must designate a representative as the main contact for the organizer.
  • Age Requirement: Participants under 18 must submit written consent from a legal guardian.

Team Categories

Teams must select a category upon registration:

  • Open Group: Members are professionals or non-students
  • Student Group: All members are currently enrolled students (high school, college, or graduate school)

Teams with mixed members (students + professionals) must register under the Open Group.

Team members may not participate in multiple teams or across categories. Violation may result in disqualification.

Required Submission

Teams must submit the following at registration:

  • Event Registration Form (Attachment 1)
  • Team Member Information Form (Attachment 2)
  • Event Declaration Form (Attachment 3)
  • Personal Data Collection Consent Form (Attachment 4)

Incomplete submissions must be completed within two days after notification. Failure to do so will result in registration failure.

Preliminary Review Criteria

  • Eligibility Verification: Confirm team members’ identities, category selection, and compliance with rules.
  • Completeness of Materials: All required attachments (team info, declaration, consent forms, etc.) must be complete and in correct format.
  • Project Concept Summary: Teams should briefly describe their proposed application scenario and explain how it aligns with the competition theme.

Winning Project Publication Requirements

  • All winning projects must be uploaded to the Public Code Platform (https://code.gov.tw) within 10 days after the finals, passing security review and open-source licensing procedures.
  • Failure to comply may result in delayed or revoked prize disbursement.

Submission & Security Review Process

  1. Submission Process
    • Upload winning projects to the Public Code Platform (https://code.gov.tw) within 10 days after the finals.
    • Complete project development.
    • Pass security review.
    • Select and specify an open-source license.
    • Upload source code to the designated platform.
    • Submit required Public Code Platform documentation.
  2. Security Review
    • Conduct source code analysis using automated tools to check for vulnerabilities.
    • Passing Standard: No medium-to-high risk (medium-high or above) vulnerabilities.
    • Recommended tools: Nessus, OpenVAS, OWASP ZAP, etc. Reports must be submitted.
  3. Open-Source Licensing
    • Code must use open-source licenses for public sharing, such as:
      • CC0 1.0 License
      • MIT License
      • Apache License 2.0
      • GNU GPL v3
    • Suggested workflow:
      • Use SCA tools to generate SBOM (Software Bill of Materials)
      • Identify and clarify usage restrictions for any third-party code
      • Submit SBOM and license info with the project

Regulations & Declarations

  1. Copyright & Originality
    • Submissions must be original; plagiarism or infringement of third-party IP is prohibited.
    • Teams retain moral and IP rights but grant organizers non-exclusive, free rights to use submissions for promotion, demonstration, or reporting.
    • Properly cite third-party materials or open-source code.
    • Violations may result in disqualification and reclaiming of prizes.
  2. Open-Source & Platform Upload
    • Winning projects must be uploaded to the Public Code Platform (https://code.gov.tw) or designated GitHub repository with open-source licensing.
    • Must pass security review before prize release.
    • Prize distribution requires completion of upload, security check, and license submission within 7 days after winning.
  3. Organizer Usage Rights
    • Organizer may use submissions, photos, videos, and presentations for non-commercial purposes, including promotion, education, and policy application.
    • Permission is non-exclusive, perpetual, and free; organizer may sublicense to partners.
  4. Other
    • Teams confirm accuracy of submitted data and agree to all competition rules.
    • Signing this declaration indicates agreement by all team members.
  5. Personal Data Collection & Consent
    • Data collected for registration, communication, and administrative purposes will comply with Personal Data Protection Act.
    • Collected data includes: name, DOB, gender, affiliation/school, phone, email, address, photo, and project info. ID numbers or passports are not required unless legally necessary.
    • Participants may exercise rights under the law: access, copy, amend, stop processing, or request deletion.
    • Providing data is voluntary; incomplete or false data may affect registration eligibility.
    • By signing, participants consent to collection, processing, and use of personal data for competition purposes.
